Board of Directors
A seven member Board of Directors governs the District. The Mayor of the City of Fresno appoints four members; the Fresno County Board of Supervisors appoints two members; and the Clovis City Council appoints one member. Each director serves a four-year term and may be reappointed for consecutive terms. Board meetings normally occur on the second and fourth Wednesday of each month. The Board must approve the District budget, fees and assessments, direct matters of policy and enact ordinances, and perform other responsibilities authorized and required by the District Act.
The District’s citizen Board of Directors believes strongly in drawing maximum public value from every tax dollar provided for District services spent on flood control. It achieves this by forging cooperative relationships with other local agencies and creating an expectation of effective, quality service.

Jennette Williams, chair
Appointed by the City of Fresno: August 26, 2003
Current term expires August 3, 2016
Ms. Williams is a Vice President of Central Valley Community Bank in Fresno and brings a valuable private enterprise perspective to the seven-member Board. Her banking career spans over 30 years.

MIKE RASTEGAR, vice chair
Appointed by the City of Fresno: August 2005
Current term expires August 3, 2014
Mr. Rastegar worked for Caltrans from 1984 until his retirement in December, 2012. He held positions in construction, project development, traffic engineering, and project management.

Roy spina, immediate past Chair
Appointed by the City of Clovis: August 3, 1994
Current term expires August 2014
Mr. Spina was born in Los Angeles, and has lived in Fresno and Clovis since 1942. He attended Fresno schools and graduated from Fresno State with degrees in Math and Civil Engineering.

KEN GROOM
Appointed by the City of Fresno: November 1996
Current term expires August 3, 2016
Mr. Groom was born in American Falls, Idaho and was raised on a wheat farm. After high school graduation he enlisted in the Air Force and was stationed in Okinawa, Japan and eventually in Fallon, Nevada.

Barbara Goodwin

Current term expires August 3, 2014
Mrs. Goodwin is the retired Executive Director of the Fresno County Council of Governments. She served in that capacity for 14 years, and for a total of 35 years with Fresno COG.

frank fowler
Appointed by the County of Fresno: December 2010
Current term expires August 3, 2014
Mr. Fowler retired from the Fresno County Department of Public Works and Planning in August of 2010 after 33 years with the Department in various engineering positions, the last 6.5 years as the Deputy Director of Public Works.

James e. "buzz" Burleson, jr.
Appointed by the County of Fresno: January 2011
Current term expires August 3, 2016
Mr. Burleson is a Registered Professional Civil Engineer with a BS degree from the University of Houston and a MBA from Fresno State including international studies at the University of EFCE Paris, France.
